Kunshan Eson Machinery Industry Co., Ltd. Waste Gas Treatment Technology Transformation Project

On March 3, 2018, Kunshan Eson Machinery Industry Co., Ltd. complied with the “Environmental Protection Acceptance Monitoring Report for the Completion of the Paint Exhaust Gas Treatment Technology Reform Project” (2017) Guoce Zi No. (B082) (below) prepared by Jiangsu Guoce Testing Technology Co., Ltd. (Referred to as "Acceptance Monitoring Report"), in accordance with the "Interim Measures for the Environmental Protection Acceptance of Construction Projects" (Guohuan Gui Environmental Appraisal (2017) No. 4), relevant national laws and regulations, Kunshan Eson Machinery Industry Co., Ltd. spray paint waste gas treatment technology transformation project and Re-approve the project environmental impact report form and Kunshan Environmental Protection Bureau approval requirements (Kun Huan Jian (2017) No. 0503 and Kun Huan Jian (2017) No. 1956) and other organizations to conduct environmental protection acceptance of the project after completion. The acceptance team consists of the construction unit (Kunshan Yisheng Machinery Industry Co., Ltd.), the environmental assessment unit (Nanjing Hengyuan Environmental Research Institute Co., Ltd.), the "acceptance monitoring report" preparation unit (Jiangsu Guoce Testing Technology Co., Ltd.) and two experts (The list is attached). The acceptance team inspected the construction project site and reviewed the "Acceptance Monitoring Report" and the "Environmental Protection Completion Acceptance Self-Inspection Report of Waste Gas Treatment Technology Transformation Project". After careful evaluation, the acceptance opinions are as follows:

1. Basic situation of project construction

(1) Construction site, scale, and main construction content

Construction site: No. 88 Yuanfeng Road, Yushan Town, Kunshan City.

Construction scale and main construction content: The liquid paint spraying lines have been changed from 20 to 6, and the remaining 14 have been dismantled. The waste gas treatment of the 6 liquid paint spraying lines has been technically transformed. After the transformation, the waste gas generated by the liquid paint spraying adopts one set of " Water scrubber + dry and wet filter + activated carbon adsorption + desorption + catalytic incineration" and a set of "water scrubber + dry and wet filter + zeolite molecular sieve adsorption + desorption + catalytic incineration" process for processing. The main processing equipment is washing tower, filter tower, activated carbon adsorption tower, zeolite molecular sieve, catalytic incineration device, etc.

(2) Construction process and environmental approval status

The project entrusted Nanjing Eson Environmental Research Institute Co., Ltd. to compile an EIA form. The project was approved in April 2017 (Kun Huanjian (2017) No. 0503), because the actual amount of solid waste generated by the project exceeded the EIA amount by 20% The above major changes have taken place, and the project was resubmitted for approval afterwards, and was approved by the Kunshan Environmental Protection Bureau (Kun Huan Jian (2017) No. 1956, 2017.12.6). The construction of the project started in April 2017 and the construction was completed in May 2017. So far, the commissioning and operation have been completed and Jiangsu Guoce Testing Technology Co., Ltd. has been entrusted to complete the preparation of the environmental protection acceptance monitoring report for the completion of the project. There are no environmental complaints, violations of laws or penalties in the process of project initiation, construction, commissioning, acceptance and monitoring.

(3) Investment situation

The actual total investment of the project is 5 million yuan, all of which are environmental protection investments.

(4) Acceptance scope

The scope of this acceptance is the contents approved by Kunhuanjian (2017) No. 0503 and Kunhuanjian (2017) No. 1956.

2. Project changes

Compared with the actual construction of the project, the height of the exhaust pipe of Building H (FQ00497) has been increased from 15 meters to 20 meters. The rest has not changed.

According to the requirements of the "Jiangsu Province's Notice on Strengthening the Environmental Assessment Management of Major Changes in Construction Projects" (Suhuanban (2015) No. 256), the above-mentioned changes in the project are not major changes.

3. Construction of environmental protection facilities

(1) Wastewater

This project does not add new domestic wastewater and production wastewater.

(2) Exhaust gas

The exhaust gas of the project mainly comes from toluene, xylene and VOCS produced by the volatilization of paint and thinner during the paint mixing and painting process. The metal parts painting exhaust gas is transported to the "washing tower + dry and wet filter + activated carbon adsorption + desorption + catalytic incineration" through pipelines. After treatment, it is discharged through a 15-meter high exhaust cylinder (FQ00499) (Building F), and the waste gas from plastic painting is transported to the "washing tower + wet and dry filter + zeolite molecular sieve adsorption + desorption + catalytic incineration" process after treatment. 20m high exhaust pipe (FQ00497) emissions (Building H).

 (3) Noise

The noise source of this project is mainly fan noise, and equipment shock absorption and building sound insulation measures are taken to reduce noise.

 (4) Solid waste

During the production process of this project, waste activated carbon, waste zeolite, waste filter, waste catalyst, etc. will be produced, which have not yet been produced.

(5) Health protection distance

The project has a sanitation protection distance of 100 meters, and there are no environmentally sensitive targets within the sanitation protection distance.

(6) Online monitoring device

Both sets of exhaust gas treatment devices have been installed with VOCS online monitoring devices.

4. Debugging effects of environmental protection facilities

During acceptance monitoring:

 (1) The discharge of pollutants meeting standards

1. Exhaust gas

The emission concentration of toluene and xylene from the exhaust outlet of Building F (FQ00499) and the exhaust outlet of Building H (FQ00497) of this project were not detected, and the emission concentration and emission rate of VOCS reached the "Tianjin Industrial Enterprise Volatile Organic Compound Emission Control Standard" ( DB12/524-2014) Table 2 Standards in electronic industry coating and other processes.

      Unorganized emission of waste gas toluene and the maximum emission concentration of xylene at the plant boundary were not detected, and the maximum emission concentration of VOCs at the plant boundary reached the standard in Table 5 of the "Tianjin Industrial Enterprise Volatile Organic Compound Emission Control Standard" (DB12/524-2014).

2. Noise

The day and night noise monitoring values of the noise measurement points at the plant boundary of this project meet the emission requirements of category 3 in the "Environmental Noise Emission Standard at the Boundary of Industrial Enterprises" (GB12348-2008).

3. Total control requirements

The total emissions of toluene, xylene and VOCS in this project all meet the total emission control requirements recommended by the environmental assessment.

(2) Removal efficiency of environmental protection facilities

In this project, "washing tower + wet and dry filter + activated carbon adsorption + desorption + catalytic incineration" (Building F exhaust outlet) treatment facility toluene and xylene treatment efficiency reached 98% or more, VOCS treatment efficiency averaged 78.5%, "washing Tower + wet and dry filter + zeolite molecular sieve adsorption + desorption + catalytic incineration" (Building H exhaust outlet) treatment facility toluene and xylene treatment efficiency is over 98%, and the average VOCS treatment efficiency is 95.9%.

Five, acceptance conclusion

In accordance with the provisions and requirements in the "Interim Measures for the Acceptance of Environmental Protection for Completion of Construction Projects" (Guo Huan Gui Environmental Assessment (2017) No. 4), the acceptance team considered that the environmental protection facilities of the completed project were qualified.

Six, follow-up requirements

1. Strengthen the operation and maintenance of waste gas treatment facilities, promptly replace the spray tower water, activated carbon, and zeolite to ensure stable and up-to-standard emissions.

2. All types of hazardous waste generated should be promptly entrusted to a qualified unit for disposal, and the corresponding ledger management should be done to ensure that it does not cause secondary pollution.

3. Perform follow-up self-monitoring work in accordance with "HJ819 Pollutant Discharge Unit Self-monitoring Technical Guidelines".
