Kunshan Eson Machinery Industry Co., Ltd. announced the environmental protection acceptance opinion for the completion of the project to increase the annual output of 1 million light guide plates

According to the "Regulations on Environmental Protection Management of Construction Projects" (Order No. 682 of the State Council), on March 3, 2018, Kunshan Yisheng Machinery Industry Co., Ltd. organized the completion of the company's "Project to increase the annual output of 1 million light guide plates" Protection acceptance. The acceptance team is composed of representatives from the project construction unit (Kunshan Yisheng Machinery Industry Co., Ltd.), the environmental assessment unit (Nanjing Yuanheng Environmental Research Institute Co., Ltd.), and the acceptance monitoring report preparation unit (Suzhou Guohuan Environmental Testing Co., Ltd.). Consists of three experts (list attached). The acceptance team inspected the construction and operation of the project’s environmental protection facilities on site, listened to the construction unit’s report on the implementation of environmental protection and the acceptance monitoring unit’s report on the project’s completion environmental protection Discuss and put forward the following opinions on environmental protection acceptance after completion:

1. Basic situation of project construction

(1) Construction site, scale and main construction content

Construction site: Kunshan Yisheng Machinery Industry Co., Ltd. existing factory area, No. 88 Yuanfeng Road, Yushan Town, Kunshan City.

Construction scale and main construction content: purchase relevant production equipment, and use the first and second floors of the existing factory building G to build the "Project with an annual output of 1 million light guide plates".


    The main production equipment of this project includes: 8 laser cutting machines, 8 laser dotting machines, 1 CNC cutting and polishing integrated machine, and 2 optical inspectors.


(2) Construction process and environmental approval status

This project was approved by the Kunshan Environmental Protection Bureau on its environmental impact report form (Kun Huan Jian [2016] No. 2609) in September 2016. Construction started in February 2017 and completed in March 2017 and started trial production. In the same month, the completion environmental protection acceptance monitoring was completed, and the completion environmental protection acceptance monitoring report has been compiled. The project has no environmental complaints, violations of laws or penalties in the process of project approval, construction, commissioning and operation.

(3) Investment situation

The actual total investment of this project is 15 million yuan, of which environmental protection investment is 500,000 yuan, accounting for 3.3% of the total investment.

(4) Scope of acceptance

The scope of this acceptance is the environmental protection facilities supporting the "Project with an annual output of 1 million light guide plates" corresponding to the approval of "Kun Huan Jian [2016] No. 2609".

2. Project changes

Compared with EIA, the main changes of the project are:

(1) Changes in the number of production equipment: The EIA project has 4 CNC cutting machines, 4 polishing machines, and 4 optical inspectors. Actually, there are 1 CNC cutting and polishing integrated machine and 2 optical inspectors. In fact, 3 CNC cutting machines, 3 polishing machines, and 2 optical inspectors were reduced compared to the EIA.

(2) Changes in the layout of production equipment: All production equipment in the EIA project is installed on the 3F of the G building. The CNC cutting and polishing machine is actually installed on the 1F of the G building, and other equipment is installed on the 2F of the G building.


(3) Changes in waste gas treatment measures: the non-methane total hydrocarbon waste gas generated during the laser cutting and dotting process of the EIA project is collected and treated by the activated carbon adsorption device and then discharged outside through a 15m high exhaust cylinder; actually it is added in front of the activated carbon adsorption device The filter cotton filters the pretreatment facility, and the exhaust cylinder is increased to 20m.


(4) Changes in the production of solid waste: due to the addition of filter cotton pretreatment facilities for waste gas treatment, the amount of waste filter cotton produced is increased by about 0.3t/a.


In contrast to the document "Suhuanban [2015] No. 256", the above changes are not considered major changes.


3. Construction of environmental protection facilities

(1) Wastewater


This project does not produce production wastewater; no new employees and no new domestic sewage discharge.


The original production wastewater is treated by the built-in wastewater treatment station to meet the third-level standard of the "Integrated Wastewater Discharge Standard" (GB8978-1996) and then discharged into the Wusong River Sewage Treatment Plant for treatment, and the domestic sewage is connected to the Wusong River sewage through the municipal sewage pipe network. Treatment plant treatment.


(2) Exhaust gas

The waste gas produced by this project is mainly non-methane total hydrocarbon waste gas produced by laser cutting and laser dotting process and particulate matter produced by CNC cutting and polishing process.


The non-methane total hydrocarbon waste gas generated by the laser cutting and dotting process is collected by the pipeline, and is treated by the "filter cotton filter + activated carbon adsorption device" and then discharged through a 20m high exhaust cylinder. The uncollected non-methane total hydrocarbon waste gas is unorganized Formal discharge; the particulate matter generated during CNC cutting and polishing is collected by the pipe and then discharged in the workshop after being processed by the bag filter.


In this project, one set of "filter cotton filtration + activated carbon adsorption device", one set of bag filter, and one exhaust cylinder with a height of 20m have been constructed.


(3) Noise

The main noise sources of this project are CNC cutting and polishing integrated machines, fans and other equipment. Noise reduction measures such as selecting low-noise equipment and placing the noise source indoors are adopted.

(4) Solid waste

The solid waste produced by this project is mainly plastic scraps produced during the production process, waste filter cotton produced during the organic waste gas treatment process, waste activated carbon and dust collected by the bag filter.

Plastic scraps and dust belong to general industrial solid wastes, which are collected and sold for comprehensive utilization; waste filter cotton and waste activated carbon are hazardous wastes. After collection, it is planned to entrust qualified Guannan Jinyuan Environmental Protection Technology Industry Co., Ltd. and Calgon Carbon (Suzhou) ) Limited company for processing.

A temporary storage site of 375m2 of hazardous waste has been set up in the factory according to the specifications, and this project relies on this temporary storage site for hazardous waste.

(5) Other environmental protection facilities

1. Sanitation protection distance

According to the EIA table, this project uses the boundary of the production workshop as the starting point to set a sanitary protection distance of 100m. Currently, there are no environmentally sensitive targets such as residential houses within the sanitary protection distance.

2. Other

The exhaust gas outlets of this project have been set up in accordance with the requirements of the "Administrative Measures for the Installation and Standardization of Sewage Outlets of Jiangsu Province" (Su Huankong [1997] No. 122).

4. Monitoring results of pollutant discharge standards

According to the "Acceptance Monitoring Report", during the acceptance monitoring period:

1. Production conditions

The production load of light guide plate products reaches 85.5%-87%, which meets the requirements of more than 75% of the acceptance conditions.

2. Exhaust gas

The emission concentration of non-methane total hydrocarbons in the exhaust gas discharged by the exhaust cylinder and the emission of non-methane total hydrocarbons per unit product meet the special emission limit of air pollutants in Table 5 of the "Synthetic Resin Industry Pollutant Emission Standard" (GB31572-2015).

The maximum concentration of non-methane total hydrocarbons at the unorganized monitoring points at the plant boundary meets the "Synthetic Resin Industry Pollutant Emission Standard" (GB31572-2015) Table 9 of the corporate boundary air pollutant concentration limit, and the maximum particulate matter concentration meets the "Comprehensive Air Pollutants" Emission Standards" (GB16297-1996) Table 2 of the concentration limits of unorganized emission monitoring points.

3. Noise at the factory boundary

The daytime and nighttime noise monitoring values of the plant boundary meet the category 3 standards in Table 1 of the "Environmental Noise Emission Standards at the Boundary of Industrial Enterprises" (GB12348-2008).

4. Total pollutant discharge

After calculation, the total annual emissions of non-methane total hydrocarbons from the project's exhaust gas pollutants meet the requirements of the total amount control indicators proposed in the environmental assessment.

Five, acceptance conclusion

The project implemented the environmental protection "three simultaneous" system, and basically implemented the pollution prevention and control measures required by the environmental assessment and approval. The environmental protection facilities are operating normally, and the discharge of major pollutants is up to standard. In contrast to the "Interim Measures for the Acceptance of Environmental Protection of Construction Projects", the acceptance team believes that the environmental protection facilities of "Kunshan Yisheng Machinery Industry Co., Ltd. Increasing the Annual Output of 1 Million Light Guide Plates" have passed the acceptance.

6. Follow-up management requirements

1. Strengthen the operation and management of waste gas treatment facilities, promptly replace filter cotton, activated carbon, and cloth bags to improve the removal efficiency of waste gas pollutants and ensure the stable discharge of waste gas pollutants.

2. Do a good job in the generation, collection, temporary storage, treatment and disposal of all kinds of hazardous waste, and do a good job of accounting management to ensure that no secondary pollution is caused.

3. Perform follow-up self-monitoring work in accordance with "HJ819 Pollutant Discharge Unit Self-monitoring Technical Guidelines".
